Russia Forest Code: Final Revision
The final version of the new russian forest code will be submitted to the State Duma shortly. The revised Forest Code allows private ownership of forest land. According to it, a leaseholder can purchase the leased forest land after 10 years of lease. The code offers a transparent procedure for granting rights of use of forest land based on a lease contract. To forms of lease arrangements are possible: short-term (up to a year) and long-term (from 10 to 99 years). To get full ownership of the forest is only possible after 15 years successful leasing.
German Gref, Russia's minister of economic development and trade, hopes that the new code helps to use the ressources more effectivly. The disbalance between 35% raw timber delivered and only 2% to 5% finished products should be righted by the new possibility of private ownership.
